Calculatorpreliminary calculation
Downtime pay through no fault of the employee
Calculator for pay during downtime not caused by the employee
If a Kyiv office, service center, warehouse, or regional unit stopped operating through no fault of the employee, first distinguish ordinary downtime from a dangerous situation, employee fault, unpaid leave, and suspension of the employment contract. For the ordinary scenario, enter the confirmed hourly or daily rate and only the planned units of downtime.

Preliminary calculation of ordinary downtime pay
First choose the situation. Arithmetic is available only for ordinary downtime not caused by the employee; other branches have different legal consequences.
Work was suspended due to organizational, technical, or other circumstances, and the employee was not at fault. This branch can be calculated.
Enter the ready hourly or daily tariff rate. Do not enter a monthly salary unless it has been converted to hours or days and confirmed.
Units must match the tariff. Use the scheduled hours or days affected by downtime, not calendar hours or days.
The calculator applies the fraction 2/3 without substituting the approximate value 66.67%.
Enter the amount from the payslip for those same hours or days. If nothing was accrued, leave 0.
Preliminary gross result
Standard downtimeArithmetic: 180,00 UAH × 24 × 2/3 = 2 880,00 UAH
- Full rate for these units
- 4 320,00 UAH
- Proper downtime pay
- 2 880,00 UAH
- Already accrued
- 0,00 UAH
Before making a demand: The result is a preliminary gross reference. The documents determine the type of downtime, rate, schedule, percentage, and whether the amount already accrued belongs to the period; the final amount is rounded to the nearest kopeck.
The brief summary is easy to paste into a message to a lawyer or save for yourself.
When 2/3 of the rate applies, and when another branch applies
Article 34 of the Labour Code defines downtime as a work stoppage caused by a lack of organizational or technical conditions, force majeure, or other circumstances. For ordinary downtime not caused by the employee, Article 113 sets pay at no less than two-thirds of the tariff rate for the employee’s grade or salary.
A hazardous workplace situation not caused by the employee preserves average earnings. Downtime caused by the employee is unpaid. Suspension of an employment contract under Article 13 of Law No. 2136-IX and unpaid leave are not interchangeable terms for downtime.
As a general rule, an employee notifies the employer when downtime begins, except where an entire unit or the whole company is affected. A report, order, and timesheet provide a useful chain of evidence, but are not universal formal prerequisites for the right to pay itself.
Calculation methodology
Preliminary calculation methodology
- We distinguish ordinary downtime not caused by the employee from four situations for which the rate calculator is unsuitable.
- Use the confirmed hourly or daily tariff rate and planned downtime units in the same unit.
- Apply the exact 2/3 or the documented percentage, no lower than 66.67%, without intermediate rounding.
- We separately calculate the full tariff estimate and gross pay due, rounding the final amounts to the nearest kopeck.
- Subtract the amount already accrued for the same downtime before tax and do not show a negative shortfall.
Example for a Kyiv service center
An employee had 24 scheduled hours of ordinary downtime not caused by them. The confirmed hourly rate is UAH 180, and UAH 2,000 gross has already been accrued for the period.
- Rate: UAH 180 per hour
- Scheduled downtime: 24 hours
- Regime: exact 2/3
- Already accrued: UAH 2,000
Full rate — UAH 4,320; amount due — UAH 2,880; possible gross shortfall — UAH 880.
The example applies only after confirming ordinary downtime, the rate, schedule, and that the UAH 2,000 accrued belongs to this period.

Frequently asked questions
Can a monthly salary be entered in the tariff-rate field?
No. A document-supported hourly or daily rate calculated using the proper working-time standard is required. Dividing a salary arbitrarily may distort the amount.
Why does the calculator not simply use 66.67%?
The statutory branch share is the exact fraction 2/3. The 66.67% value is only a decimal approximation, so the calculator retains the fraction and rounds only the final amount to the nearest kopeck.
Are weekends within the downtime period counted?
Not automatically. Enter only the hours or days the employee was scheduled to work according to the confirmed schedule and that fell during the downtime.
Is an order to place an employee on downtime required for every claim?
The act, order and timesheet are a recommended chain of evidence, but the absence of one document does not always automatically defeat the right. Assess the actual stoppage, notice and all available evidence.
Can downtime be replaced with unpaid leave?
Unpaid leave requires an employee request. The employer should not impose it unilaterally instead of recording downtime.
Does the debt disappear if the employer delayed payment because of the war?
No. A proven inability to pay due to hostilities may affect liability and the payment deadline under Article 10 of Law No. 2136-IX, but it does not end the obligation to pay wages due.
