How to pay an administrative fine
After receiving an order, establish the correct starting date, verify payment details and keep the receipt. This guide takes cases in Kyiv and Kyiv Oblast from the order to proof of payment.

What you should know
- The standard period under Article 307 of the Administrative Offences Code is 15 days from service of the order or notice dismissing an appeal.
- Special Articles 300-1, 300-2 and 300-3, deferred execution and other statutory periods require separate review.
- The double amount under Article 308 is linked to compulsory enforcement; it does not arise automatically on day 16.
When this guide helps
Start with the order, not a bank notification about a fine. Identify the issuing authority, the relevant article of the Administrative Offences Code, the amount and the evidence of service. In Kyiv and Kyiv Oblast, the issuing authority may be outside your neighbourhood: the specific order determines where and how to pay.
What period applies
Under the standard procedure, Article 307 requires payment within 15 days of service of the order. If an appeal or protest was dismissed, the period is tied to notice of that outcome. Check a preliminary date with the payment deadline calculator. It adds 15 calendar days without automatically moving a weekend deadline. Special Articles 300-1, 300-2 and 300-3, deferred execution or another statutory period are outside this calculation.
If the date has passed, do not assume that the amount doubles automatically on day 16. Article 308 deals with compulsory enforcement. First establish whether the order has been transferred to an enforcement officer and which documents exist.
Steps to take
- Match the order to proof of service. If you appealed it, collect the decision and notice. If you dispute the order, separately check how to appeal an administrative fine.
- Verify current payment details on the issuing authority’s official resource or directly with that authority. Do not copy an account from another case.
- Include the information needed to identify the order in the payment reference. Keep the bank receipt and confirmation of credit if available.
- If enforcement has started, check the case number, opening order and claimed amount. Send proof of payment to the officer and request written confirmation of the status. The enforcement case guide explains the next check.
Checks before payment
Verify the person’s name, order number, article, issuing authority, amount and payment details. Evidence of service matters more than the printed order date. If an authority in one Kyiv district issued the order but you live in another, do not choose an account based on your residence. Identify the authority from the order, then check whether its payment details changed and whether an appeal was filed. If a payment was returned or cannot be matched, contact the authority with the receipt; paying again without checking risks duplication.
When to consult a lawyer
A lawyer can help if service is disputed, an appeal was dismissed without clear notice, the order was sent for enforcement despite payment, or the enforcement amount differs from the order. For Kyiv and Kyiv Oblast, first gather the order, service evidence, receipt and enforcement notice. Those documents show whether you need a payment correction, an appeal or an enforcement response.
What to prepare
- The order showing its number, Code article, amount and issuing authority.
- Proof of the date the order or notice dismissing an appeal was served.
- The appeal decision, if you challenged the order.
- Current payment details confirmed by the authority and a receipt with the correct payment reference.
- Enforcement documents if the order has already been transferred for execution.
Common mistakes
- Counting 15 days from the date of issue instead of proven service.
- Paying to outdated details or omitting the order number from the payment reference.
- Treating day 16 as automatic assessment of a double fine.
- Applying the general rule to special Articles 300-1, 300-2 and 300-3 or deferred execution.

Frequently asked questions
When does the payment period begin?
For a standard fine, use the proven date of service of the order; after an unsuccessful appeal, use the date of the relevant notice. Article 307 allows 15 days under the general rule.
Does a weekend extend the period?
The calculator does not move a Saturday or Sunday deadline. A general weekend extension for this payment period was not established in primary sources; pay in advance.
Must I pay double on day 16?
No. Article 308 links the double amount to compulsory enforcement. Check the order status and enforcement documents.
Where do I get payment details?
Verify current official details of the authority that issued the order and the required payment reference. Your residence alone does not determine the account.
