Complaint against a state registrar

Deadline calculator for a complaint against a state registrar

For an apartment, house, or land in Kyiv or Kyiv Region, the period depends not only on the date but also on whose act is being challenged. The tool separates complaints to the Ministry of Justice, a territorial justice authority, and the court route.

Check the route and complaint deadline

Select the act being challenged and enter the date you learned or could have learned of it.

What exactly are you challenging?

Ministry of Justice of Ukraine

Use the confirmed event: receipt of registry information, a decision, notice or documents in the registration file.

Check the court dispute

A court decision or proceedings concerning the same dispute may preclude administrative review or change the appropriate route.

Estimated result

A court decision or parallel dispute may be grounds to refuse administrative review. First compare the parties, subject matter, grounds, and content of the court act.

How the period under Article 37 works

A decision, action, or omission by a state registrar or state registration entity must be appealed within two calendar months. An act of a territorial body of the Ministry of Justice has a one-calendar-month deadline.

A decision specifically on state registration of rights is directed to the Ministry of Justice. Other decisions, actions, or inaction by a registrar generally fall under the territorial body. An act of a territorial body is appealed to the Ministry of Justice, while an act of the Ministry itself may be appealed only in court.

Methodology

Calculation methodology

Preliminary calculation methodology

  1. The contested act and proper route are identified: the Ministry of Justice, a territorial authority, or court only.
  2. The user confirms there is no apparent court dispute and enters the evidenced date of awareness.
  3. Add two or one calendar month to the reference date using the corresponding-date rule.
  4. If the corresponding date does not exist, use the last day of the month; Saturday or Sunday is moved to Monday.
  5. The result shows the authority, calendar, deadline status, and caveats about mail and other non-working days.
Example

Example for an apartment in Kyiv

The owner received an information statement on 8 June 2026 and discovered the state registrar’s decision registering another person’s right to an apartment in Kyiv.

  • Act: decision on state registration of rights
  • Awareness date: 08.06.2026
  • Authority: Ministry of Justice of Ukraine

The two months expire on Saturday, 8 August 2026, so the preliminary last day shifts to Monday, 10 August 2026.

Separately check whether the person could have learned earlier, whether an identical court dispute exists, and whether the subject of the complaint is correctly defined.

Frequently asked questions

Frequently asked questions

Where to complain about a decision on state registration of a right?

A decision by a state registrar or registration entity specifically concerning state registration of rights is appealed to the Ministry of Justice of Ukraine, unless a court exception applies.

Where to file a complaint about another action or inaction by a registrar?

Such decisions, actions, or omissions are generally appealed to the relevant territorial authority of the Ministry of Justice. State the subject of the complaint precisely.

Can the two-month or one-month period be reinstated?

Current Article 37 does not provide for reinstatement of the administrative period. If the date has passed, it is critical to check evidence of when awareness arose and any court route.

Does the absolute three-year limit apply?

Do not use the old three-year formula: it is absent from the current calculation rule under Article 37. The time limit is linked to when the person learned or could have learned.

Can a complaint be mailed on the last day?

To meet the deadline, the item must be handed to the postal operator before the deadline expires. Keep the receipt, enclosure list, and tracking details.
