Administrative appeal

Administrative case appeal deadline calculator

Select the judgment or ruling, confirm the ordinary procedure and enter the date of pronouncement or preparation of the full text. If a copy was served later, the calculator separately shows the period for filing a complaint together with an application to renew the time limit; late service does not restart the general period.

How the Code of Administrative Procedure of Ukraine distinguishes time limits

Under Article 295 of the Code of Administrative Procedure of Ukraine, the period is 30 days for a court decision and 15 days for an order. It begins the next day. If only the introductory and operative parts were announced at the hearing, or the case was decided in writing, the period runs from preparation of the full text.

When the full decision is served later, the general date does not change. A participant may request renewal if they appeal within 30 days after service of the decision or 15 days after service of the ruling and confirm the service date.

Under Article 297, the appeal is addressed and filed directly with the administrative court of appeal. For ordinary cases from local administrative courts in Kyiv and Kyiv Oblast, the usual appellate court is the Sixth Administrative Court of Appeal, but check the court of first instance, subject matter, and any special rules.

Methodology

Calculation methodology

Preliminary review methodology

  1. The calculator stops for an urgent or unspecified case category and when the ruling’s separate appealability has not been confirmed.
  2. For an ordinary case, the period is 30 days for a judgment or 15 days for a ruling.
  3. The general time limit runs from pronouncement of the full act or preparation of the full text; it begins the following day.
  4. If service was late, calculate in parallel, rather than instead of, the general time limit the window for filing an appeal with an application to renew the time limit.
  5. Sending a document to the e-cabinet after 17:00 shifts the service date to the next business day; Saturday or Sunday moves the final date to Monday.
  6. For a prosecutor or public authority, separately check the one-year bar and the narrow exception for an authority that was not notified or involved.
Example

Example involving late service

The full text of the district administrative court’s decision was prepared on July 1, 2026, and the private party received it in the electronic cabinet on July 10.

  • Act type: court judgment
  • Full text date: 01.07.2026
  • Service date: 10.07.2026

The general time limit expires on July 31, 2026. The separate window after service expires on August 10, 2026, but an application for renewal is needed only if the general time limit has already been missed.

Attach proof of service, check the case category, whether an appeal is permitted, and the actual working calendar.

Frequently asked questions

Frequently asked questions

From what date should the 30 or 15 days be counted?

From pronouncement of the judicial act if the full text was announced. If only the introductory and operative parts were announced or the case was considered in writing, use the date the full text was prepared. The period starts the following day.

Does late receipt of a copy restart the period?

No. The general time limit continues to run from the event specified in Article 295 of the Code of Administrative Court Procedure of Ukraine. Late service creates a separate 30- or 15-day window to file an appeal with an application to renew the time limit and proof of service.

What does a notice in the e-cabinet after 17:00 mean?

If a court decision is sent to the electronic cabinet after 17:00, the next business day is considered the date of service. Keep the certificate or other system confirmation showing the delivery time.

Can any ruling be appealed separately?

No. First find the relevant item in Article 294 of the Code of Administrative Court Procedure of Ukraine. Objections to other rulings are usually included in an appeal against the court’s decision.

Where to file a complaint in a case from Kyiv?

The complaint is filed directly with the appellate court. For an ordinary case heard by a local administrative court in Kyiv or Kyiv region, the usual route is the Sixth Administrative Court of Appeal; check the first-instance court and any exceptions.

Can the time limit be reinstated after one year?

The one-year bar in Article 299 is not set for a private party, but the court still assesses the reasons for delay. For a prosecutor or public authority, a strict refusal applies after one year, except for the narrow case where an authority was not notified or involved although its rights or obligations were decided.
