How the rate is determined

The Law “On Court Fees” distinguishes property and non-property claims and the claimant’s status. The subsistence minimum for able-bodied persons on January 1, 2026 is UAH 3,328. For an individual’s property claim: 1% of the claim value, from 0.4 to 5 subsistence minimums; non-property claim: 0.4. For a legal entity’s property claim: 1.5%, from 1 to 10 subsistence minimums; non-property claim: 1 subsistence minimum.

The 0.8 coefficient is applied after the rate is determined, if the procedural document is filed electronically. Paying online does not by itself reduce the fee.

Methodology

Calculation methodology

Calculation methodology

  1. Select an individual or legal entity and one property or non-property claim at first instance.
  2. For a property claim, calculate 1% or 1.5% of the claim value and apply the relevant minimum and maximum; for a non-property claim, use the fixed rate.
  3. For actual electronic filing, apply the 0.8 coefficient to the rate after the limits.
  4. Check the payment against exemptions, the claim composition, the proper court, and its current payment details.
Example

Example for Kyiv

An individual in Kyiv is preparing one pecuniary claim for UAH 200,000 following a dispute with a public authority. Before paying, they check whether the case belongs in the Kyiv District Administrative Court and plan to file electronically.

  • Claimant: individual
  • Property claim: UAH 200,000
  • Filing method: electronic

200,000 × 1% = UAH 2,000; within the UAH 1,331.20–16,640 range; 2,000 × 0.8 = approximately UAH 1,600 payable.

The example assumes one property claim with no exemption and actual electronic filing; confirm the nature of the claim and venue from the statement of claim.

Frequently asked questions

Frequently asked questions

How much does a non-property administrative claim cost in 2026?

For one ordinary non-property claim, the fee is UAH 1,331.20 for an individual and UAH 3,328 for a legal entity, before a possible 0.8 coefficient. Exemptions and special rules must be checked separately.

How does the property claim rate differ for an individual and a company?

For an individual: 1% of the claim value, subject to a 0.4–5 subsistence-minimum range; for a legal entity: 1.5%, subject to a 1–10 range. The calculator shows both limits.

Does paying by card online reduce the fee?

No. The 0.8 coefficient relates to filing a procedural document electronically, not to the method of transferring money.

Can this calculator handle an individual entrepreneur’s claim or multiple claims?

No. Sole proprietor status and combined claims must be analyzed separately under the law and the content of the claim.

Which account is required for a claim in Kyiv?

First determine the proper court under the Code of Administrative Procedure of Ukraine. The Kyiv City District Administrative Court reports a change in jurisdiction; check the current details on the website of the court where you file.
