Court and procedural steps

How to pay the court fee for an administrative claim

Before paying, establish whether the dispute belongs in an administrative court, whether the claim is monetary and which court will hear the case. A correct amount alone will not fix a payment sent to the wrong account.

What you should know

  • For an individual’s monetary claim, the rate is 1% of the claim value, with limits of UAH 1,331.20–16,640; for a legal entity, it is 1.5%, with limits of UAH 3,328–33,280 in 2026.
  • For one ordinary non-monetary claim, the rate is UAH 1,331.20 for an individual and UAH 3,328 for a legal entity; actual electronic filing gives a 0.8 coefficient.
  • For Kyiv, do not use the old Kyiv City District Administrative Court payment details: confirm the proper court and its current court-fee page.

When this is needed

This procedure covers one ordinary monetary or non-monetary claim by an individual or legal entity to an administrative court of first instance in 2026. For example, a Kyiv resident challenges an individual decision by a public authority. An administrative case differs from a civil claim and an appeal against an administrative-offence ruling. Before paying, check how to frame a claim against a public authority.

Applicable deadline or procedure

The Law on Court Fee sets the rate for an individual’s monetary administrative claim at 1% of the claim value, but no less than 0.4 and no more than 5 subsistence minimums for able-bodied persons. For a legal entity, it is 1.5%, but no less than 1 and no more than 10 such minimums. For one ordinary non-monetary claim, the rates are 0.4 and 1 subsistence minimum, respectively. Under the 2026 budget law, the base on 1 January is UAH 3,328.

The limits for an individual’s monetary claim are therefore UAH 1,331.20–16,640, and for a legal entity UAH 3,328–33,280. The non-monetary rates are UAH 1,331.20 and UAH 3,328, respectively. For actual electronic filing of a procedural document, apply a 0.8 coefficient to the calculated rate. Paying online for a paper claim does not qualify.

Check the calculation in the administrative claim court-fee calculator. It rounds half a kopeck up as a technical convention. These rates apply specifically to 2026 and cannot automatically be carried over to 2027.

Steps to take

  1. Check jurisdiction and the claim. Under Article 19 of the Code of Administrative Procedure of Ukraine, administrative courts hear public-law disputes defined by law. The substance of the request matters more than the document’s title. If one claim includes several independent or mixed requests, the single-claim calculation above does not cover the full fee.
  2. Identify the proper court. Articles 25–27 of the Code of Administrative Procedure of Ukraine set general, alternative and exclusive venue rules. For Kyiv, note that the former Kyiv City District Administrative Court says venue has been transferred to the Kyiv District Administrative Court until the new city court begins operating. Do not choose an account based only on the claimant’s address.
  3. Calculate the payment. If an individual brings one monetary claim for UAH 200,000, the 1% rate is UAH 2,000, within the limits. For actual electronic filing, the estimated payment is UAH 1,600; for paper filing, it is UAH 2,000.
  4. Check exemptions and payment details. The law may exempt certain claimants; the court may consider an application to defer or reduce the fee under Article 8. If you need help, check the conditions for an exemption or reduction. Immediately before payment, get the details from the Kyiv District Administrative Court court-fee page if that is the proper court.
  5. Attach proof. Articles 160–161 of the Code of Administrative Procedure of Ukraine set out the claim’s contents and attachments. Keep the payment document or documents supporting an exemption or an application concerning the fee.

What to check before filing

Do not determine the nature of a claim only from the fact that a public authority’s decision has financial consequences: the legal classification depends on the relief requested and the circumstances. This calculation does not cover sole proprietors, public authorities acting as claimants, special applications, multiple claims, appeals or cassation appeals. Separately check the procedural deadline for applying to an administrative court.

If the money has already gone to the wrong account, do not rely on the old receipt. Find out the procedure for refunding the court fee and pay using the correct details. This guide does not list an account number because it must be checked on the court’s official page before each payment.

When to consult a lawyer

Ask a lawyer to review the claim if you are unsure whether it is monetary or non-monetary, have several claims, face a venue dispute, may qualify for an exemption or have already made a payment. For cases connected with Kyiv or Kyiv region, the practical first step is to identify the proper administrative court from the dispute and the Code of Administrative Procedure of Ukraine, then prepare the payment instruction.

Risks

Common mistakes

  • Confusing an administrative claim with a civil case or an appeal against an administrative-offence ruling.
  • Applying 1% or 1.5% without the 2026 minimum and maximum limits.
  • Reducing the rate by 20% merely because a paper claim was paid for online.
  • Copying an old Kyiv City District Administrative Court account without checking current venue and payment details.

Frequently asked questions

Frequently asked questions

What is the 2026 court fee for a non-monetary administrative claim?

For one ordinary claim by an individual, it is UAH 1,331.20; for a legal entity, UAH 3,328 before any 0.8 coefficient. Check exemptions and special categories separately.

Does online payment qualify for the 0.8 coefficient?

No. The law ties the coefficient to filing the procedural document electronically, not to the way the money is transferred.

Can I calculate several claims as one payment using this example?

No. Article 6 of the Law on Court Fee sets additional rules for mixed and multiple independent claims.

Where can I find payment details for a case in Kyiv?

First identify the proper court under the Code of Administrative Procedure of Ukraine. The former Kyiv City District Administrative Court no longer administers justice; open the current fee page for the court where you are filing.

What should I do if the payment has already gone to another account?

Do not assume the old receipt is valid proof. Find out how to correct or refund the payment, and check the new payment details before filing.
