Calculatorpreliminary calculation
State Enforcement Service fee — 10%
State enforcement fee calculator — 10%
For State Enforcement Service documents in Kyiv or Kyiv Region, first reconcile the resolution, enforcement document, and bank notice, then enter only the amount of compulsory recovery/refund or the confirmed value of the property. The calculator applies only to a state enforcement officer under the current version of the law; it gives no figure for a private enforcement officer, a non-monetary decision, an exception, or an incomplete history.

Preliminary arithmetic calculation
Formula: 10% × base. The displayed result is rounded to the nearest kopeck; half a kopeck rounds up as an interface rule.
If at least one such circumstance applies, select it: the calculator will stop without showing an amount.
Hryvnias only, with no more than two decimal places. Use only the amount of forced recovery/refund or the value of property stated in the document; do not add expenses, penalties, a private enforcement officer’s fee, or amounts outside the document.
Estimated result

What exactly the tool calculates
Under the current version of part two of Article 27 of the Law of Ukraine “On Enforcement Proceedings,” for monetary or property enforcement, the State Enforcement Service fee is 10% of the amount subject to compulsory recovery or refund, or of the value of property to be transferred to the creditor.
Use the base amount from the enforcement document and order, rather than adding every figure in the enforcement file. The enforcement fee is separate from principal debt, enforcement costs, fines and the private enforcement officer’s main fee.
Branches to check before doing the arithmetic include: confiscation; periodic payments and the separate rule for child support; securing a claim or immediate enforcement; an ECHR judgment; a private enforcement officer’s proceeding; recovery of the fee itself, costs, or fines; enforcement before proceedings were opened; and special cases of debt settlement or write-off and transfer of the document. Check the exact part of Article 27 against the documents.
Following Law No. 4833-IX, the Supreme Court has recognized a conflict in the interpretation of Article 74. Therefore, the court, route, and deadline for any application must be checked under the law and case law in force on the filing date. This page does not determine the procedural route. The next editorial review is after 23 October 2026.
For a local audit in Kyiv and the region, put State Enforcement Service resolutions, bank details, and records from the Automated Enforcement Proceedings System into one timeline. The tool does not fill missing links or treat an oral notice as a complete history.
Calculation methodology
Conservative calculation methodology
- The tool checks that the enforcement is handled specifically by a state enforcement officer.
- Next, confirm whether the decision is monetary or property-related and check the current version of the rule after 28 August 2018.
- Any exception, child support, foreign currency, disputed valuation, prior filing or unknown transfer stops the calculation without a numeric result.
- For the clean branch, multiply the entered amount in hryvnias by 10%.
- The result is shown to the nearest kopeck using half-up rounding and includes a caveat about the limits of arithmetic.
Example of an audit of a Kyiv document package and stop conditions
In the Kyiv case file, the enforcement document and state enforcement service orders consistently confirm collection of UAH 120,000, the current version of the rule, a state enforcement officer, and no exceptions.
- State enforcement officer; monetary recovery
- Base B: UAH 120,000
- Version after 28.08.2018; no special circumstances
Arithmetic estimate: 120,000 × 10% = UAH 12,000.
If the materials show that this document was previously presented, the calculator must stop without showing an amount: the adjustment needs documentary review rather than repeating the clean example.
Documents for a documentary audit
- The order opening enforcement proceedings and the order to collect the enforcement fee have matching State Enforcement Service office details and proceeding number.
- An enforcement document containing the operative part, amount, or description of property.
- Enforcement fee calculation by a state enforcement officer, with the calculation base, date, and reference to the applicable version of the law.
- Orders closing proceedings, returning a document, transferring proceedings, and all prior ASVP numbers, including copies received through a bank or different offices in Kyiv or the region.
- Payment documents, proof of actual recovery or refund, and separate records of expenses and penalties.
- Documents about property valuation or currency terms, if they appear in the case materials.

Frequently asked questions
Is the enforcement fee always 10% of the entire debt?
No. The tool uses only the statutory base of the current monetary or property model of the state enforcement service. Expenses, fines, and other components are not added automatically.
Can this calculator be used to check a private enforcement officer?
No. A private enforcement officer’s basic fee is a separate construct. For this branch, the calculator stops without a numerical result.
What should be entered for a decision to transfer property?
Only the confirmed value of property in hryvnias. Automatic calculation is unsuitable if the valuation is disputed, stated in foreign currency, or its basis is unclear.
Why does the calculator not show zero for an exception?
Zero would create the false impression of a ready-made legal conclusion. Exceptions, child support, and the history of presentation must be checked against the records of the specific proceeding.
Does the result mean the enforcement officer’s order is correct?
No. The result shows only the arithmetic of 10% of the entered base. Whether the order is correct depends on the applicable version of the law, exceptions, the document, and the full history of the proceedings.
