Salary deduction limit
Salary deduction limit under an enforcement document
If an employer in Kyiv or Kyiv Oblast received an enforcement document, check the withholding cap for the specific payment after mandatory taxes. The tool shows only the statutory upper limit, not the amount that must actually be withheld.

Calculation of the limit from a single payment
Enter the net pay amount for one payment and select the legal category of the claim shown in the document.
Amount for one payment in hryvnias. Do not enter gross salary before taxes or a social benefit.
Preliminary upper limit
Applied capMaximum possible deduction within the selected limit
3 750,00 UAH
- Take-home pay after taxes
- 18 750,00 UAH
- Applied cap
- 20%
- Calculation
- 18 750,00 UAH × 20% = 3 750,00 UAH
- At least this much will remain after the deduction
- 15 000,00 UAH
This is a limit, not an instruction to withhold exactly this amount. If there are multiple documents, child-support arrears, special payments, or a dispute about the category, check the calculation against the documents. Do not add the separate maximums for each document.
The brief summary is easy to paste into a message to a lawyer or save for yourself.
How the limit is determined
Article 70 of the Law “On Enforcement Proceedings” applies deductions to the amount remaining after taxes, fees, and the unified social contribution. The limit is 20% for ordinary enforcement and up to 50% for certain claims, including child support and statutory damages. Deductions for child support for minors may reach 70%.
The amount in the enforcement document, remaining debt, priority, and number of documents may result in a lower actual deduction. Where there are multiple documents, aggregate limits and allocation rules apply; this tool does not calculate them.
Calculation methodology
Review procedure
- Find the amount of the specific payment after mandatory deductions in the payslip.
- Match the subject of enforcement in the enforcement document to one of the statutory categories.
- Multiply the net amount by the applicable cap and compare it with the actual amount in the letter.
- If there is a discrepancy, request the calculation from the employer and check the enforcement officer’s order and the remaining debt.
Example for Kyiv
An employee in Kyiv receives one net payment of UAH 18,750; the employer is enforcing one document for an ordinary monetary recovery.
- Net payment: UAH 18,750
- Category: ordinary enforcement, up to 20%
Estimated upper limit is UAH 3,750; at least UAH 15,000 remains afterward.
The actual deduction may be lower because of the remaining debt or the contents of the order; this example does not cover multiple documents.
What to prepare for reconciliation
- Pay statement for a payment with separate tax and deduction lines.
- The enforcement document, the enforcement officer’s order, and the proceeding number.
- Information about the remaining debt and other documents being enforced by the employer.
- The employer’s written calculation, if the amount is in doubt.

Frequently asked questions
Is 20% calculated from gross or net pay?
For an enforcement document, the base is the payment after mandatory taxes, fees, and the unified social contribution. Check the amount of the specific payment in the payslip.
Will the entire displayed maximum be deducted?
No. This is only the maximum limit. The actual amount depends on the debt, the order, the number of documents, and other circumstances.
Can the 20% limits under two documents be added together?
No. Separate maximum limits are not added together. Several documents are subject to an aggregate limit and allocation under enforcement proceedings rules.
When can the 70% limit apply?
In particular, for recovery of child support for minor children. Do not choose this category solely because an ordinary loan debt is large.
What to do if too much was deducted?
Get the payslip and enforcement document details, request the employer’s written calculation and check the enforcement officer’s order. The next steps depend on the source of the error.
